Yes, D-former... I'll whip up an example...
Here you go. Only took a few minutes, and most of that was making sure the deformation didn't affect the teeth.

Yes Photshop, most basic way would be to marque the area you want distorted and use the smudge tool
To do it as postwork I would use the Photoshop "Filter-->Liquify-->ForwardWarp" tool or the "Filter-->Liquify-->Bloat" tool. Or a combination of those two instead of the "Smudge" tool. But for distortion of the 3D mesh I'd use the DAZ D-Former. Yeah, it takes a little practice but so do the Photoshop tools! And yes, there is a D-Former tutorial around here somewhere perhaps if the forum search function worked people could find it. Isn't there a chapter on use of the D-Former in the DAZ Studio manual?

Yes, you can build a morph in Zbrush
.
Don't overlook the power of D-form, it works right inside studio eliminating a lot of guesswork as to bringing it back into DS correctly. It allows you do set up the figure and keep the morph on consecutive uses, it allows you to save not only the morph but the dform instance for use with other props and figures, not just a morph target exclusive to a generational figure.
While this can be in Zbrush and Blender it does bring in an extra step of importing and exporting so I only use those if D-form is inadequate for what I need, but for clothing poke through and bumps and valleys D-form is awesome and saves lots of side work. Zbrush, Blender are amazingly powerful and will without question allow you much more versatility but there is a bit more of a learning curve along with steps needed.

Just keep in mind when working wtih either ZBrush or a D-Former around the mouth that all the inside of the mouth will pull with it. I don't know of a way to lock down the inside of the mouth using a D-Former but in ZBrush I do, quite easily. One of the reasons I gave up on D-Formers. Perhaps in DS 5 they will surprise us with some updates the the D-Former tool, needs some TLC for sure.
What would be great would be a morphing tool like they added to Poser 2014.
It's not very good for new character morphs, but for what the OP wants and like clothing tweaks, deforming body parts and furniture for people sitting/lying down it works well.
