An update for Genesis 9 Starter Essentials is available. (My DAZ Central is downloading it right now.) Maybe it will fix the problems with the eyebrows.

Preorders do not seem to have been allocated yet but buying now will give you access to the files. I guess it's a manual process, or button press, that needs to happen DAZ side to add the items to our available items/DIM. Waiting patiently for that to happen.

I have purchased the preorder-bundle and can't download the items either. When I try to 'purchase' the items separate, as you suggested, it wants me to pay them separate. So, at least for me, your idea doesn't work.

In addition to the error messages you got working with Genesis 9 (and apparently also Victoria 9, which I can't confirm yet because she doesn't appear in my DAZ Central...) the Anatomical Elements (coming with the Genesis 9 Character Essentials) don't seem to be quite finished either.

I was able to install both via Smart Content, I do not use DAZ Central.  But the Victoria 9 Product Icon is missing.  I now have numerous products with a missing icon.

How can I fix this?

Some people who preordered have the products already, but a lot don't have it yet. And some people who have it in their account don't find it in DIM.

I pre-ordered Victoria 9 HD (only - not the bundle) yesterday evening, prior to launch. It was there in DIM downloads this morning (UK time: UTC+1), alongside the genesis 9 essentials packages. Downloaded, installed and loaded into 4.21 just fine, but with the same missing files that others have reported. So it's not just pre-orders that are missing. 

Same problem for me: updated DAZ, downloaded the Genesis 9 starter essentials, and.... no sign of Victoria 9 or the BUNDLE I pre-ordered in DAZ Central.  I await a fix, soon, I hope.

I preordered the figure only, not the bundle, and I do have the download. However, I do not have the download or evidence of a "purchase" for the Voss hair that was supposed to be the freebie with purchase. So maybe it's only an issue with some preorders and preordered content? 

Looks like this is a common problem.  I've got the same issue: updated DAZ, downloaded the G9 essentials... and no sign of any of the Victoria 9 products I pre-ordered in DAZ Central.  Hope they get things sorted out soon, I was really looking forward to seeing what the model could do.

It's not a good look either way.

1) if it is Just those that pre ordered that don't have access to down load thier content that likely means some one fd up when setting up the release which is horrible as (imho) they should have made sure preorder people were set to go BEFORE launch.

Also I have noticed that on the Daz3d store the individual items that are part of the bundle shill show as being buyable rather than what usually happens when you buy a bundle and they get marked as purchased.

If this is the case I am likely to never pre-order anything from Daz again even though I am a huge sucker for preorder exclusives.

2) If it is a store/ site wide issue and NO ONE can download anything Victora 9 then they probably should not have put it up on the store or have taken it down until they can fix the issue.

Same problem here. Genesis 9 Starter Essentials installed, still claims file is missing. Also pre-ordered the Victoria 9 Bundle but none of the bundle items appear in Daz Central for download

Same here. I preordered it the night of the "Big Announcement" . No freebies (the bikini and Voss hair) No Victoria 9. Daz drops the ball again.

Apparently they released her first to those who bought her in the last few days, and of course to people buying today, Those of us who ordered when the pre-sale was launched are still waiting for she to show up in Daz Central.
