You can always convert it through CrossDresser or similar application. With Crossdresser you only need to buy V4 license.

I do not use genesis, I use M4 and V4 and I do not know what CrossDresser is, never heard of that.

If you have the M3 DAZ Desert Soldier outfit, here is the link to the V4 conversion for it I did several years ago.

    http://www.divshare.com/download/2365782-de3

The file is RTE encoded so you will need to download the RTE app if you don't have it

    http://www.rtencoder.com/

The read me with the file will give you the file it is encoded against.

You don't need to use Genesis.
If you have M4 version you can convert it to V4 with Crossdresser
Crossdresser is here, and it is standalone program designed specifically to refit clothes from one figure to another.

Itself the program is free but you need a license for a figure that you convert TO, in this case V4.
    http://www.evilinnocence.com/v4-crossdresser-license.html
or, if you use Weightmapped V4, this one
    http://www.evilinnocence.com/v4-wm-crossdresser-license.html

Additionally, if you want to add some V4 morphs you can buy this:
    http://www.evilinnocence.com/xd4-morphs-v4.html
and this is for Elite, if you use them often
    http://www.evilinnocence.com/xd4-morphs-v4elite.html

Even with morphpack (not counting Elite) it would be about $20 but you can use this purchase to convert other outfits to Victoria 4 from any other supported figure, which for me, at least, is a good deal.

    Hello Cosmo and Kattey.
First I'm happy you like my outfit!
Then I had not even thought of this outfit for V4. Yet, it may be a good idea.

I wanted to try a bit and then I've worked on this adaptation during the two last days. The good news is that the geometries were pretty easy to adapt. The bad news is that it is once again really hard for me to find the right parameters and morphs combination to have a "perfect" (well, as good as possible anyway) behavior on the hip/thigh junction and on the collar/shoulder/chest level (no poke and nice shapes when legs and arms are all the way round mixed on their extreme values). For the M4 version it took me 2/3 month to solve the problem. You'll note that I'm not a fast worker, and I don't want to propose a bad outfit.
After that, there will be all the morphs (more than one hundred if I remember well!) to recreate which is also pretty long even if a part of them can be automated.
So I'll regularly try to work a bit on the V4 version, but it might take very long to finish since it is not my only project. In brief, I think it may be nice but I cannot warranty a V4 version will be out in a short or middle term (except if I'm very lucky and abracadra it works fine in the wink of an eye). I'll also have to check if people (except you) would be interested in a V4 version before spending too much of time on it.

In the meantime, Kattey's solution seems to be the best way (I had never hear about this converter before!).

If you have more questions on this outfit you can also if you want use the main thread :
    http://www.daz3d.com/forums/discussion/21374/
Since I don't know if I have the right to do some "promo" here, I'll post on the main thread (link above) 2 renders of V4 version in one/two minutes.

If M4 and V4 versions were available either separately or as a bundle, I would buy them without hesitation.
